The CDC’s Dr. Jay Bhattacharya signed the directive, which overrides earlier plans for home monitoring. At least two passengers were formally ordered to stay, while others faced warnings they could be subject to mandatory isolation if they left voluntarily.

Quarantine Shift Sparks Frustration

The decision, announced abruptly on May 17, left many passengers confused. Some had already coordinated with local health departments for home quarantine plans. One passenger, who requested anonymity, said his county had drafted a legal order allowing him to isolate in a guest house on his parents’ property. “I just want to be at home,” he told reporters. “It’s not about defiance—it’s about being treated like an adult.”

Health officials cited three confirmed cases among passengers from Spain, France, and Canada after the ship docked, prompting a reassessment. Bhattacharya, who co-authored the Great Barrington Declaration opposing pandemic lockdowns, now oversees the hantavirus response. The conflict highlights tensions within the Trump administration: Health Secretary Robert F. Kennedy Jr. champions medical freedom, yet federal agencies enforce strict quarantines. “It’s a PR move,” said one passenger. “CDC’s slow communication has caused panic. Now they’re trying to control the situation.”

Passengers argue that home quarantine would be safer and more humane. Dr. Peter Hotez, a Texas-based infectious disease expert, agrees. “They could fly to their homes in a dedicated plane and isolate there. That makes sense.” The CDC declined to comment on the feasibility of such arrangements, stating only that they “will continue to coordinate with state and local authorities.”

While hantavirus carries a fatality rate of roughly 40%, experts stress the risk to the broader public remains low. Nonetheless, the CDC’s evolving stance has left many passengers feeling caught in a bureaucratic tug-of-war between federal mandates and local oversight. “We’re not asking for a special treatment,” Johnson said. “Just the option to serve our isolation where we feel safest.”
